Open Seat On Planning Commission Likely Filled Tonight

****UPDATE – MARIO TURNER UNANIMOUSLY APPOINTED TO PLANNING COMMISSION****

The vacancy on the Santa Ana Planning Commission left by the resignation of Harvey De La Torre, who moved out of the city, will most likely be filled tonight.  Item 13A. on tonights city council agenda addresses the issue and the recommendation is to, “Appoint Mario Turner to the Planning Commission”.

The appointment was continued from the December 15, 2008 meeting of the city council until tonights meeting.  Turner, who was nominated by Councilmember David Benevides, will most likely receive the support of the entire council despite calls from a tiny group of folks in the community to block his appointment.

The controversy surrounding Turner’s appointment was documented by Art Pedroza in a December 15th post here on the Orange Juice.  Mr. Turner is known to be an advocate of affordable/workforce housing from his days on the Redevelopment/Housing Commission and this is something that disturbs a core group of folks that are very vocal at city hall.

What little opposition there is to Mr. Turner was drummed up by affordable/workforce housing opponent Thomas Gordon.  Using the “smokescreen” of Mr. Turner’s employment as a means to block the appointment, Gordon wrote a post on the Red County blog opining that Turner somehow had a conflict of interest and enlisted others to pitch that “talking point”.  Mr. Turner works for Amcal Development.

Traditionally when a member of the City Council nominates someone for appointment to a board or commission their fellow councilmembers support it as a courtesy to that member.  I expect tonight to be no different and would be shocked if any member of the council moved to block this appointment.  They would be traveling down a very slippery slope if they did so and would be setting quite a messy precident.

On a personal note, I look forward to serving with my Mario on the Planning Commission and I am excited that we will have someone with his background and experience on board.  Harvey De La Torre was an excellent commissioner, one whom I miss tremendously, however I am quite confident that Mario will be a terrific replacement.  I cannot wait to welcome him aboard.

    Wow something is bothering me about this article maybe its the fact that Sean Mill posts this acting as if he has inside knowledge somehow.

    That he knows it doesn’t matter what any residents or business owners feel just that he will be voted in regardless. We the residents know that it matters very little and that we virtually have no voice we are not fools.

    This just does not seem like something a member of the planning commission should be posting on a blog.

    Sorry to disappoint you but this post was not written as the result of “insider” knowledge. I do however have a knowledge of history and history tells me that Mr. Turner will be confirmed.

    My being a member of the PC is irrelevant in regards to this post as it has nothing to do with a project before the commission.

    Using your line of thought it would be improper for any official elected or appointed to offer support for a candidate.

    I do support Mario’s appointment. I also happen to believe that Councilman Benevides has the right to appoint a candidate of his choosing and I would be welcoming of whomever he chose.

    Please explain how there is something wrong with that.

    Em,

    I know that your dad is dedicated to open government. I wish everyone at our City Hall was as willing as Sean to communicate with our residents.

    I would also like to second Sean’s sentiments regarding Turner. He is a class act. He will be a great Planning Commissioner.

    As a developer Mr. Turner may not participate in any matter that would affect the financial interest of his employer – Amcal Development.

    He also must abstain on matters affecting his competitors.

    Why in the world would you seat a person on the Planning Commission with such a potential for conflict of interest?

    Well that’s just great Art. So he will be a planning commissioner good to know. We are used to having people shoved down our throats in Santa Ana with no say in this being done.
    Just a we will look deeper into this and convene on the subject at a later time.Then at the next meeting wammy whatever we continued is ok’d or approved etc. That the way it works with the City of Santa Ana, they just say they will look into deep with the intent of passing it anyways with either A) hoping people forget about it or B) just pretending to give a sh*t and passing whatever anyways.

    We know you love love love Sean now Art, but I remember 8 months to a year ago you thought he was the scum of the earth. So forgive me if I don’t really give a hoot.

    I hope the revised Renaissance Plan is to the Tardif’s liking. As quickly as they are racking up enemies on the Planning Commission they may have nowhere to turn if it isn’t. Someone should teach them to count to 4.

    The problem I see with this appointment is that Mr. Turner is a developer – and his appointment to the Planning Commission would present a certain conflict of interest.

    A conflict of interest which members of the City Council warned against with their support of Measure D – which increased their term limits from 8 years to 12 years.

    From the Argument in Favor of Measure D:

    “It will reduce the power and influence of developers.”

    Again it says – “it will reduce the power and influence of City Hall bureaucrats and developers.”

    Once again – in bold letters – “DON’T BE FOOLED BY THE DEVELOPERS.”

    Multiple warnings against the influence of developers were supported by members of the SA City Council.

    And signed by Mayor Pulido – and by Councilman Tinajero.

    Now that they have the increased term limits they wanted – the multiple warnings against the influence of developers goes out the window?

    This is a prime example of the lack of ethics in SA City government.

    Tell me anybody : IS not conflict of interest that Benavides a real state person and city council by appointing a DEVELOPER to Planner comission is not a conflict of INTEREST an UNETHICAL???. What a bout mesure D?.

    That is all well and good Mr. Tardif but who do you propose the council appoint? Any names? What about the conflict of interest by Vicky Betancort or James Gartner? They both do business with the city. Are you okay with Chris Leo? How bout any of the others? We know you hate Sean Mill. So tell us who then do you want on that commission?

    Mr. Tardiff,
    I dont know you, and I doubt you know me, but I served on the Housing and Redevelopment Commission, alongside Mario Turner. I can tell you there is no person, I would trust blindly in these positions than Mr. Turner himself. Mario is not only non political but is very intelligent and knows development well, the exact type of combination we need right now during the city’s desire to redevelop.
    I am excited to hear he is being appointed to the planning commission and wish him the best of luck.

    I hope that you are right. I only want the residents, property owners, business owners and employees of Santa Ana to be treated fairly during the redevelopment process.

    One thing that bothers me is that Santa Ana has not, as a matter of statute or charter, eliminated the possibility of the taking of private property by eminent domain for the benefit of developers – as the City of Anaheim has done.

    The sad thing is that while so many folks were all riled up over the appointment of a decent man to Planning, the City snuck a trash increase through that will affect our businesses and residents of apartments.

    We were asleep at the wheel on this one.

    We need to do a better job of picking our battles…
