NOTICE IS HEREBY GIVEN that the filing period for City Council District 3 has been extended 5 days to 5:00 p.m. on Wednesday, August 15, 2018 because the incumbent did not file.
Interested residents are welcome to pick up Nomination Papers at the City Clerk’s office during this extended time period. The new deadline to file is Wednesday, August 15, 2018, 5:00 p.m. The Clerk’s office is open Monday through Friday 8:00 a.m. to 5:00 p.m.
The General Municipal Election is November 6, 2018.

I wonder if the corrupt city will be allowing Allan Mansoor to use the word incumbent on his ballot papers.
This should be more reason to get rid of Genis et al ASAP!!!!!
Here’s my best current understanding — and I’m not sure that there is a truly definitive answer:
I don’t know which incumbent Councilmember lives in District 3, and it could be more than one, but if that person was eligible to run for reelection and didn’t file, my understanding is that if the city has what I’ve been calling an “AEIOU” (for “Any Eligible Incumbebent Opts to be Unseated”) provision that triggers an extension if AEIOU, then this is the correct procedure. However, whoever could have filed and didn’t is not now eligible to file during this extension period.
Whether Mansoor can call himself the “incumbent” in District 5 is a separate matter. As an at-large Council representative, Mansoor has not been the incumbent in District 5, so he can’t call himself the incumbent. But he has been a “Costa Mesa City Councilmember,” so he can call himself that — which is what the analogously situation James Vanderbilt is doing in that city’s District 1. This strikes me as a pretty fair and elegant solution rather than anything corrupt.
Of course, if the Councilmember from District 3 isn’t eligible to call him or herself “incumbent” as a ballot designation, then it’s not clear why their failure to file would trigger the AEIOU law. This would probably be a pretty fair and ripe issue for litigation, if anyone cared to press the question.
I don’t see what Genis has to do with this, but you can probably explain.

BTW, what’s so bad about Genis? I was under the impression (reading these blog pages) that she was actually pretty good so far as councilcreatures go.
As I recall (with the caveats that come with that):
Democrats are pissed at Genis because she was the beneficiary of — and they think possibly co-conspirator in advance with — Jim Righeimer’s motion to remove Katrina Foley as Mayor halfway through her two year term. Riggy played on Foley having been high-handed and dismissive towards Genis in at least one instance.
The thinking at the time was that Riggy (who has been trying to cobble together a Council majority) just didn’t want Foley to be able to run for Mayor this year as an incumbent because it would give her an advantage over his likely candidate, Allan Mansoor — but the fact that it is Genis rather than Mansoor opposing Foley suggests to some that Genis has indeed drunk the Riggy Kool-Aid, which would be bad news for all that is good in the world.
While I’d have more confidence in Foley policywise, I’d not scared of Genis as Mayor *unless* she’s a catspaw for Riggy — in which case it does worry me. All I can say is that if Genis *does* become Costa Mesa’s first-ever directly elected Mayor, then — no matter how bitter this campaign against Foley becomes — she will have the decency and grace to, once in office, make peace with her enemy and NOT “dance with the one that brung her.”
But human nature, sadly, suggests expecting otherwise.
*Disappointing news from Goat Hill. They really need to bring down the old City Hall and Build a brand new one. You look under Corrupt in the Dictionary and you may find a few familiar photos! The desire to purchase Wi–Fi Amplifiier Antenna’s……should give everyone pause for contemplation. Who profits, who gets more campaign and re-election money and …and….wants NB and Surf City to follow suit? But then, no one looks into these things anymore…..it just considered “par for the course”!
It looks like they simply forgot to include Anaheim ESD Area 4 in their release, but spoke with someone at ROV who confirmed it was, in fact, extended.

If Anastasia Shackleford is indeed the incumbent there, and did indeed file, I still think that Lowell JSD Area 5 should not have been included on the list. This is said only in service of getting the correct information nailed down; OCROV, as ever, gets an amazing amount of information right an amazing proportion of the time. I am just occasionally in a position to pull back a stray thread.

Righeimer split them up. He proposed that since this was the last year ever of CM having an appointed Mayorship, they should give someone else a chance to serve in the last term. (This was not exactly a principled position on his party; he hates him some Foley.) I believe that he suggested (I think then-Vice Mayor)Genis — not theretofore his ally — for the last year. Foley (running for Mayor and wanting the ballot designation, took this theft of her last year of Mayorship very badly and considered it an absurd affront. It didn’t seem that way to Genis — who was thus manipulated into Riggy as Iago to run.
I said to a bunch of unappreciative Costa Mesa Democrats on Facebook that this was Foley’s error: she didn’t need the ballot designation and would probably be better positioned to run as Vice-Chair than for a third and fourth (or whateverth it was) consecutive year as Mayor.) But the real problem is that, when you’re in a coalition, you have to watch out for the sensibilities of your coalition partners — because sharp opponents will always be out to snatch them. Foley gave the impression that she was so qualified for the position that it was absurd for her to be asked to take a demotion even temporarily; Genis does not share her seeming opinion of Foley’s relative superiority. If Foley had said (given the previous weaker rotating Maupr role) “sure, Sandy — you’re welcome to be Mayor for the last year!” then I think she’d have avoided this formidable challenge. Sure, Mansoor might have run in that case, but I think that she preferred that to Genis with Riggy backing her. (Barack Obama once learned a similar lesson in humility when he ran for Congress.)
Of course, I haven’t seen Costa Mesa’s updates yet — maybe something changed on Friday.
