O.C. Register exposes the developers and waste company who are backing Measure D

Doug Irving, over at the O.C. Register, noticed the blatant hypocrisy of the Measure D campaign, and its principal backers, Santa Ana Councilman Sal Tinajero and Mayor Miguel Pulido. Here are a few excerpts from Doug’s article:

Developers, waste company bankrolling Santa Ana ballot measure
Campaign reports show that a measure to allow council members more time in office has collected $74,000 in backing.

SANTA ANA – A campaign to extend the term limits for City Council members has won tens of thousands of dollars in support from developers, a waste company and political groups, campaign records show.

The money is bankrolling an effort to allow council members more time in office. The idea of extending council term limits will appear on next Tuesday’s ballot as Measure D.

Opponents of the measure have raised less than $2,500 in cash and loans, according to their last campaign-finance statements. Supporters of the measure have raised $74,000 in the past week alone, all of it from companies or groups that have business with the city.

The largest of those donors is Robert Bisno, a developer who wants to build a 31-story residential tower near MainPlace Mall and is awaiting city approval.

Last week, Bisno funneled $20,000 to the campaign to win support for Measure D, campaign-finance reports show. On Monday, a company named Main Street Concourse added another $20,000; state records list Bisno as the company’s past chief executive.

Bisno did not return phone calls seeking comment on Tuesday.

Another big supporter of Measure D: Ware Disposal. The waste company has angered its neighbors in the Logan neighborhood who say its operations there are smelly and noisy. Earlier this month, city attorneys were investigating whether the company had violated any city codes.

Ware Disposal spent $10,000 on Tuesday to support Measure D. Another company with the same registered address, Madison Materials, also contributed $10,000. State business records list Judith Ware as the registered agent for both companies.

The campaign to pass Measure D also collected a $5,000 contribution from Caribou Industries this week. That company is waiting for the city’s approval to begin work on the tallest skyscraper in Orange County history, a 37-story office tower called One Broadway Plaza.

In addition, the supporters of Measure D have also received $5,000 from the Santa Ana Firemen’s Group Legislative Action Group and $5,000 from the Santa Ana Police Officers Political Action Committee, the campaign records show.

Earlier donations came from a Woodland Hills attorney named Dale Galipo, who gave $5,000; and from the owner of Santa Ana Promotions, Mike Gonzalez, who gave $3,000.

Under Measure D, council members would be able to serve up to 12 years in office. Current city law allows them to serve eight years. The measure would not affect the mayor, who is not held to any term limits.

Opponents of the measure say it would help lock the same people into council office for years, preventing any real change. They point out that the president of the United States can’t be elected to more than two, four-year terms in office.
