UPDATE: Comments on this thread are now closed. The new 2009 thread is available at this link.
I wrote a post on July 16, 2006, entitled “SAUSD corruption coming out with Mijares gone,” and it blew up to over 2,000 posts. However, it exceeded the capacities of our server and has been truncated recently at about 1,529 posts. But one of our readers has stepped up to the plate and painstakingly copied all of the comments into four NEW posts:
- SAUSD-Mijares corruption thread, 2008 Comments
- SAUSD-Temporary Thread (Migration 5/16/2008) Comments
- SAUSD-Mijares corruption thread, 2007 Comments
- SAUSD-Mijares corruption thread, 2006 Comments
Also, don’t forget you can go to the right sidebar of any page page and search for “SAUSD” to get links to ALL of our past SAUSD stories.
I have been honored that this blog has allowed so many people to vent their frustrations with the SAUSD administration and school board. We will continue to shed light on these issues and I hope that our readers will continue to use this blog to communicate about the corruption at SAUSD.
SAUSD does not belong to the administrators or to the school board. It belongs to us. We will have an opportunity this fall to take back the school board, with three seats opening up. I pray that good candidates will emerge so we will be able to do exactly that. Until then, please keep the comments coming! But post them here, to this new thread. Thank you.

I can sympathize. Duty free is supposed to be duty free. In return for such a short lunch or break at least the district should give you full pay in place of 5/6 of your regular pay. The only classified I know of that do not have a duty free lunch are the school police because they are on call. But in return they don’t put in that extra half hour at work either. It’s all give and take. The question is what will the district or your union agree to so that everyone is happy.
Here’s a cool little story that popped up quietly in the Register about the SAUSD soccer fields. For the past 17 years the California younth Soccer League have primarily used all of the soccer fields provided by the district. But this year there is apparently a problem. It seems the Boy Scouts have a soccer league and want to use the fields as well.
Anyone who has lived, worked, played, or been shot at in Santa Ana, knows that soccer is the big time deal on weekends at various schools such as Carr and others.
There seems to be a rub about the availability between the two leagues, but you can read the story for yourself at the link at the end. What interested me is that Camille Boden, director of Risk management is the spokesperson on this issue. Why? Use permits are issued by what is called “civic center” which is a department mandated by the education code for schools that issue permits for field use.
Nevermind that Camille “Lawsuit” Boden has cost the district hundreds of thousands of dollars in lost cases against injured employees and lawyer fees, instead the meat of the story is that the Boy Scouts were reportedly promised use of these fields by the district.
I feel sorry for the Boy Scouts, who take an oath of ethics. They are about to learn about SAUSD ethics and Camille Boden could not have been a better choice to be a spokesperson for this issue.
Heres the link.

Camille has had her job responsibilities expanded considerably. I guess she has been rewarded for her incompetence.
#448.
If it’s true, it’s great for Villa and outstanding news for MacArthur.
Before you take Camile Boden to task, you should do some research. Boden is the first and only one willing to make soccer teams who use the district fields, be accountable, actually be issued a permit, and pay the fees. SAUSD has for many years lost money on the use of soccer fields. Every Monday morning, the custodians must pick up all the trash left, scrape up the “bodily functions” and diapers left between the bungalows, advise administration of damage to property, and try to keep grass growing on the fields. Soccer players ignore signs to stay off the grass even when it’s obvious the field has just been seeded and fertilized.
Check out how much Capistrano School District makes for the use of its fields.
No doubt Boden will rankle the “the good ole boys” but the boy scouts will probably have more of a chance now than ever before.
Realityck,
Possibly you should do some research and find out how much SAUSD has made in permit fees for years.
Issuance of use permits and charging fees is nothing new. The school district “Civic Center” department has been doing it for years. Use of fields, auditoriums, and multi-purpose rooms have all been on a ‘for fee’ basis to outside groups. In fact as mentioned above, it is mandated in the education code. These groups have to provide proof of insurance, their own security, and are supposed to clean up after themselves. Of course the custodians still find a mess the following Monday anyway, as you mentioned.
Camille Boden is not going to change anything. The soccer fields have been packed for years with the city leagues who have been paying and been permitted by the district. Anyone who drives by Carr on a weekend can see the fields are maxed out. All Boden has done is start another dispute which is going to end up in another lawsuit when the district has to tell one of these groups the district doesn’t have the room for them.
If civic center duties have been taken over by Boden, good luck.
Has anyone heard of anymore lay offs to classified staff? I hear way too many office staff has now been hit. This is on top of registrars, instructional aids, media clerks, activities clerks, nurse assistants.. is it true they are making them part time? Where is the sense? I know there have been some registrars that have been cut at the intermediate level and I know they may slash the months for those at the high school level..I’m sure the office managers at HS will have their months taken away too..What about security? Will they be slashed too..Pretty soon all the office staff at all the schools will be hit. The secretarial staff and custodians have enough to do! Who do they expect to run the places?? Administrators? I’m sorry but some can not even make a xerox copy without someone holding their hand! I’ve seen it!
Teacher,
It sounds like you have heard what I heard. What is the sense of some of these cuts? If they cut them below 4 hours no benefits or insurance. I’ve heard rumors about cuts to custodians, cuts of 11 months for police and security and a lot of other positions. I don’t know how true it is, but it makes sense since the classified union has no teeth and your union managed to get a majority of your teachers reinstated.
I don’t begrudge that. After all a school is about teaching. Teachers will just have to clean their own rooms, eat whatever food service can throw together, learn how to use the xerox machine, and pray whoever is still around cleans the teachers restrooms once in awhile.
The rumors of staff reductions are actually frightening because the certificated staff is going to be blind-sighted by this when they return in August. The classified positions have been routinely cut every year for the past three and many schools have chosen to hire people back using categorical funds (which I think is completely opposed to the purpose of categorical funds). The funny thing is that the district keeps expecting the school to handle more of the work with less staff while the district office gets bigger and does less.
In addition to this, the rumor is that they district is putting the custodians into “roving teams” so that each custodian will cover several schools (not daily, but in a rotation). Either this has already begun or the district has made a decision not to do any yardwork at the school sites over the summer. I’ve seen three schools in the past week, they all have overgrown or dead grass and weeds everywhere.
Anon Teacher
Roving custodial teams? That sounds about right. This idea was floated years ago but for whatever the reason was dumped for the ‘every other day’ plan of cleaning rooms.
Do you remember when we used to have a roving “floor crew”, a separete roving “carpet crew”, and another roving crew to steam clean the sidewalks? They showed up every once in awhile and clean the floors, carpets, and sidewalks. It would take them several days to do the jobs in the larger schools and then they would move on. In the interim carpets, floors, and sidewalks became filthy except for what the school custodians could do. Correct me if I’m wrong but they eventually combined these crews, cut the staff and they showed up at your school even far less frequently.
The only exception was when an official visited, or ceremony was held at a school. Then a task force showed up to make the school presentable. Is my memory right on this?
What do you think will happen with roving custodial crews? I hate to imagine. Plant custodians have things to do and they certainly are not going to go out of their way to pick up the slack after these cuts. I’d start looking for the phone number of the health department come September.
What’s sad is that the district has cut the registrars and health clerks at the intermediate schools. The job description of the attendance clerk has been rewritten. Get this – School Site Tech. The job description includes handling health office, registration and attendance. Three positions have now been combined into one. Oh yes, they’ve also downgraded the classification so in addition to covering for two other positions that have been eliminated, they will be making less money.
Does anybody know if Jane is even remotely cognizant of any of this or is it Dr. Cathie Olsky’s show now?
Anon
Yes I know schools issue permits and have been doing it for years, and SAUSD makes money from these permits. My point is that we don’t charge what Capistrano does, nor do we check to see who is really playing on the fields or whether or not they actually have a permit.
I hope the boy scouts do get to use the fields. Let’s see what happens.
It’s also true about the cuts to Custodians, Safety Officers, and School Police. The eleven month program was started July 1. The safety officers have been forced to take a month off and the police officers must take fourteen hours a month off each month. (This due to night and weekend scheduling). This is an 8.3% pay decrease.
Custodians are going to cover several schools. I noticed big weeds at Willard already. I sure the district admin won’t notice because their restrooms are ALWAYS clean.
I want to know if all the NJB teams who use the Intermediate and High School facilities are paying the fees required by Civic Center. Hmmm, I’m thinking some, but probably not all of them. Perhaps the District should looking in to raising the fees for the hundreds of outside groups that use SAUSD facilities (cost of electricty, water, supplies, maintenance). I’m not just talking about the tournaments, but night and weekend practices too. Often I’ve known Coaches with facilities keys who just open the gyms for practices. Practices that weren’t pre-scheduled or found on School Dude (the District’s POS scheduling system).
SAUSD Employee,
It really doesn’t matter if it’s Russo’s or Olsky’s doing because the union Rep Margie Strike allowed it to happen. Rewriting or combining job descriptions and cutting hours are all issues the union should have had a grip on. Obviously not.
Realityck. We don’t charge what Capistrano does because this is Santa Ana. The county barrio with the lowest income anywhere. Capistrano isn’t. You charge what the market will take. This city just got hammered with 2 water rate increases, and a dozen other tax increases including the infamous measure G which has obviously saved no ones school job except Asst. Superintendent Joe Dixon’s.
The Boy Scouts can easily find another district but the problem now is that they were told by Boden or some other district official they could use the fields in good faith. Obviously whomever made that promise doesn’t get out of the district office much or live in Santa Ana to see first hand what the schools are like on weekends.
As passionate as these leagues are, I can see more potential legal problems. Anyone familiar with the weekend field use should have never made such a promise to start with to the Boy Scouts or anyone else unless they planned on kicking out the original city leagues. That will absolutely create legal problems.
Is there anyone who can get the complete lack of summer maintenance at the school sites into the newspapers? I’ve now seen five schools, they are a mess, there isn’t a single person maintaining any of the school properties!
#468 Are you talking about lack of custodians or groundskeepers?
I’m talking about absolutely no groundskeepers (sorry, I didn’t know the official name) at all, at any campus this summer! Someone else (besides me) should go and check it out, it’s a disaster.
470 – I believe they’ve put the groundskeepers on a roving crew. I’ve heard at the intermediate schools they’ll stop by once a week.
what about high schools? This is getting sick. I know they kept us (certificated) but yes, I do feel bad that our classified office staff is taking the hit..HS are large and if they have what is left of full time office staff doing so many jobs and a few new bozo’s who have decided to take the so called new “Part time positions” for less pay, less hours and no benefits..what is left of our full time staff will end up looking for new jobs. There goes what is left at our school!
I have not been around this district that long but my god..this is the worst thinking..if you can call it that) that I have ever seen! Obviously these district people and board members will not have to deal with it so they dont care! I know our principal just wants other people to deal with it so I know this person doesnt care and if you think his assistant principals (we do have one that is decent) will take the load I highly doubt it as they hide in their office! Yep..we are going down. Is there anything we can do for the classified?
SAUSD employee,
Isn’t that how the guy on the big lawnmower works already? He goes from school to school and cuts the field grass. I understood the larger schools had a groundskeeper on site to maintain the rest of the school. If I understand you correctly all of the groundskeepers are going to roll around from school to school and work out of the district. Correct me if I misunderstand.
Let’s see the district has 63 sites. Obviously not all of them require major weekly ground keeping so for a round number let’s use 60. For a roving crew to hit them all weekly they would have to do 12 a day. Since that is physically impossible obviously some schools are going to get the short end of the stick on this deal. I don’t know. Maybe this scheme will work. You teachers will have to be the judge.
They really pulled the wool over on both the classified and certificated staff. Although we didn’t lose our jobs, they made sure that we didn’t know that the classified staff was losing theirs. Now when we return to our 45 students per classroom, we’ll have so many other issues to deal with, I’m sure the district thinks we’ll just have to accept the classified situation. Another question, why weren’t Assistant Principals cut? We really don’t need the number that we have and one AP is probably 3-4 classified positions.
Teacher 1
Welcome to the wild world of SAUSD. Since you say you are relatively new, take it from some one with over 20 years. Dr. Barton and SAEA have only one goal and that is to protect your jobs as best they can. I have yet to figure out what CSEA’s goal is, but striving for incompetence comes to mind.
Possibly when teachers have to perform the menial duties they take for granted, the teachers union will speak up and fight that this isn’t a teachers responsibility. For now it looks like it is going to be an interesting school year. How bad it gets is unknown. Maybe it won’t be as bad as it appears. Remember. “Failure is not an option”!
To anon 667,
You are right that we can only charge according to the economics of the city. Unfortunately, SAUSD pays the same costs Capo does for maintenance, supplies, and hourly wages. I don’t know for sure, but I also bet their fields aren’t used as much as Santa Ana’s.
sorry the above blog was for #467.
Realityck
As you said earlier all we can do is see what happens. You did bring up Capo as taking in big money for field use, but now you are saying you don’t know what the use was for, how many fields are vacant, and apparently don’t know what SAUSD is making for field use. We seem to be lacking some information.
We started this discourse over Camille Boden and since she goes off half informed as well perhaps we should drop it until you have all the information. I don’t and obviously neither do you. I just know Bodens record in the lawsuit department. She is not the first to enforce permit use as school police and park rangers will tell you. I’ve seen them both out there checking permits and removing people from fields that were being reseeded. She will change nothing. I just hope the Boy Scouts get a fair chance, but knowing Bodens record I wouldn’t count on it.
I have just been informed that our registration clerk, student activities coordinator, discipline desk person and health clerk have all been eliminated. Our office manager and attendance tech are supposed to do everyone’s job. Our three custodians are now just one. All hell is going to break loose at the end of August.
Anon Teacher,
I understand your need for being anon. Same as me, but can you tell us what level your school is? Sounds like an intermediate but I’m just guessing.
You know how they all have hired their friends and relatives and they run a really disorganized district from the top? Well, the only difference now is that a lot of people will be gone, so the disorganization will be in stone. There will be no days when it won’t be a mess. It will be a disorganized, frustrating mess every single school day.
The district will hire a certain percentage of part time workers to fill those slots you say are being eliminated, but you know that one of their biggest (and of course, most overused) tactic to save money is to simply be “unable to fill the job” with a worker. You’ll see a lot of holes in the ability of the SAUSD organization to get anything productive done.
SAUSD’s “pet” schools didn’t really ever allow special needs students in their doors, so the absence of instructional assistants will be minimal. They don’t need a lot of safety support staff, either. And what do you want to bet that the brighter students in the pet schools will be helping out in the office etc? The regularly neglected schools will be pits of despair with all the staff and service reductions.
I wrote an email to the teacher’s union asking what our union was going to do/if anything for the classifieds. Of course I never got anything back from Gladys, Dave or Jennifer. What were they going to say anyways? The classified union totally sold out their membership, so why would the teachers step into a fight that is already lost?
Transportation, purchasing, and a host of other services at the DO have been cut. I wonder what the percentage of SAUSD workers who actually LIVE in SA were cut? That number’s impact would be important to know to see if there is an impact at the voting polls this coming election cycle.
Or do you think those coma-induced employees who just lost their jobs and who are going to still keep on trying to live in SA will actually wake up, get mad, get organized and DO somthing about the shabby treatment they’ve been given and throw the bums out in November?
How could a state takeover been less productive than the massive cuts to service providers that SAUSD has chosen to do?
Some of you employees must have just found this blog, if you think things have been easy for the teachers to retain their jobs in that massive RIF fiasco. They FOUGHT HARD TO STAY. Some even got an attorney to come to the hearings. An Attorney that they PAID FOR, because they realized that this is serious business. Administrators target anyone that they sense is weak or unwilling to fight.
Those un-Riffed teachers and counselors and psychologists showed up en masse with their union reps and insisted on being treated to ethical decisions involving seniority, funding source responsibility/liability by SAUSD and anything else they could use to buttress their fight for their jobs to serve the students. It wasn’t a cakewalk.
If you lost your SAUSD job and you LIVE in SA, and your kids go to SCHOOL in SA, then you are fools for not getting organized NOW to be ready to take back your jobs by storm, as it will be totally clear when the school year begins, that the district administrators have, once again, failed the students and the community with their unwise decisions.
When you all quit being stunned and you quit being in denial, then you “might” stand a chance. It’s going to be a very stingy Christmas time this year. And just how many paychecks worth of savings do you actually have? There are NO jobs out there right now that had the hours and the level of health benefits that you’ve all had. The best chance you all have is to get very, very pissed and get organized. Pool your money and contact your union and if they won’t actually provide an attorney, then go get your own. You can bet that SAUSD broke some basic labor laws and federal/state rules AS IS THEIR USUAL PRACTICE. You’ll need to get knowledgeable assistance to get to the bottom of it and get your jobs back. The district is counting on you all to just go away. I say come right back at them!
Oh, a 26 year teacher with SAUSD was deliberately being displaced at Saddleback. She had been “reclassified” by that jerk, Jones, a few years back and the new jerk principal chose to try and displace her. She’s seen what happens to her peers if they roll over, so she also is retaining attorney Ernie Ching (previously posted about here) to keep her job. She deserves better treatment than she’s received by inept faux-leadership like Jones and Brennan and vp Carrigg.
Someone said that Ching’s so busy with SAUSD litigation and meetings, that he doesn’t have time for much else. Wouldn’t suprise me at all. There are a TON of employees of all ranks that have needed legal help against a very stubbornly corrupt district.
#480 Yes, this is an intermediate school AND one of the so-called “pet” schools.
#484
If your school is a pet school, I wonder how bad it will be for the rest. As #481-483 points out the fight you guys had to make was not easy and the district, like a coyote, smells weak prey, which is what classified employees are because of the union representation.
I suspect by the time school rolls around again if our union doesn’t stand up for us that some measures will be taken. What? I don’t know but if the classified employees have to seek out private attorney’s then it will also be time to sue the union for failing to provide the services they are required and paid to do. Time will tell.
I wish you guys luck and I know that many of my colleagues (myself included) will be ready to take steps to help the classified staff. You guys are an invaluable part of the student’s education.
The next school board meeting is Aug. 12. Please, classified and certificated, show up to protest the massive job cuts. There is movement from some board members. It is imperative for a large group of employees to show up and demand the board find alternatives to these massive job cuts.
The district was very sneaky. On the last day of school when people went home, most classified employees had a letter waiting for them from the district assuring them they would be reporting to their same jobs at the start of the new school year. It was all a farce. Most believed that what they received in the mail was truthful. What they didn’t know was that the letters to go out in the middle of July were already being prepared eliminating most of their positions.

The cost of the postage alone should give you a slight clue as to the type of people you are dealing with. They will spend your money to send you a lie, lie right to your face and laugh behind your back. I have had one mid level manager tell me that CSEA are a bunch of morons. This year has proved that manager was right.
Perhaps you are starting to see the picture. Anyone that believes Russo, most of the board, and all of the top administrators are ignorant of these practices is only fooling themself. This is what you are dealing with and if you haven’t figured it out yet then you will only end up with what you deserve.
If #487 believes their is movement within the board, it comes a little late and has already inflicted stress, and hardship on many classified employees. Personally I will believe that movement when I see it.
You need to understand that this district only understands Hardball. Get an attorney who knows educational issues to serve up a letter with the violations of the contract, any technical missteps, health and safety, federal/state issues that are problems now because of the massive layoffs. Get your stupid union to notify everyone to come to the board meeting and notify the press and take a lot of cameras there to shoot a lot of photos for a lot of publicity.
You can safely err on the side that thinks that the district has done the layoffs all wrong and get an attorney to verify what all the problems are. Your stupid union should have been providing legal advice to you guys all along. If they promise to get an attorney NOW, take them up on it, but make sure you retain a private attorney as well.
I think you guys have a good chance of a class action lawsuit against your negligent union and SAUSD. Hold their feet to the fire. Your livlihood is evaporating with each passing day.
Here is a video of the school board meeting that was posted on the new council candidate’s (Ana V-V)website. It is remarkable how the nice woman at the beginning of the clip addresses the board of education directly about her upcoming job loss. She’s confused about the “re-classification” process and is so polite about asking, only to be sandbagged and stalled out on getting an answer. She then goes on to tell her personal investment in her job and how she’s been such an integral part of SAUSD, the community and the students lives. She has absolutely NO IDEA that she’s been axed.
http://video.yahoo.com/watch?fr=yvmtf&v=3097484
I have not seen video clips of SAUSD meetings in the past and it is nice to have one. I wonder if this was shot by the district or by an audience member. Does anyone know how this was shot?
Anon #490
This is the districts own recording system. If you are ever in the lobby you will notice a little room facing the board room with a door. The recording director records these session with pre-installed remote cameras. I just never knew where the link was for it, so I thank you.
Since it broken down into 1 hour videos I assume the entire meeting can be viewed. I haven’t viewed it all but I was surprised the CSEA rep from Garden Grove spoke but I have yet to see the CSEA rep, Margie Strike, speak. As I wrote in another comment that appears to be where the weakness is with that union. I suggest everyone put your link on their favorites list.
Anonplus,
Here are more videos from the district’s video dept: http://video.yahoo.com/people/924184
Red,
Thanks for the link. As I watched part 3 I did find Margie Strike stand next to Lopez as he and the board agreed and voted on a combined job description. Far out. I guess I need to watch the rest of the board meeting in fairness to Strike but if body language is a tell, she has been beaten down. I wonder if she went to Garden Groves board as their LLR did for SAUSD? Anybody seeing a problem here? Anon # 489 called it right. Everyman for themselves.
Anonplus,
You are welcome. It was worth the watch, imo.

I’m hearing that dangerous security conditions caused a number of teachers to quit their summer school assignments. Can anyone verify which site? Century?
And in true form, Juan Lopez sends in Chad Hammit to “write up” all those teachers. Of course when there is a health or safety issue, it is the D.O. policy to go after and beat up the teachers who have complained INSTEAD OF addressing important issues directly.
On the same subject, Valley’s principal acts as if he is personally attacked when staff tell him of safety issues that need to be investigated.
ARE YOU SAYING I’M NOT DOING MY JOB??!!
Everyone could hear him attacking staff. No, Mr. Genius, staff tell you of scary situations so that you can fix them. That’s your job. Blaming others for your inaction and your angry tantrums really don’t help at all. Just one more reason why this district will never improve as long as Juan Lopez puts his friends into positions they are not able to competently and efficiently do.
#495
Why does CSEA have such chickensh!t officials? Instead of having members call the state, why not have a open invitation to the home of one of the CSEA officials and organize the workers who just got cut? SAUSD cut workers closest to students and their academic success over all other options. Not touched: the police department. Not touched: District Office administrators. Not touched: Expensive Vice Principals, many who have very little to do outside of acting like common thugs used by crummy principals to attack and punish teachers and other site staff.
Don’t suggest BS timewasting and letter writing. Take care of SAUSD employees who are losing everything, right now!
Maybe Margie Strike will do it?
#497
About the one thing in what you wrote that I disagree with is that Margie Strike will do it. If she has done anything thus far, I haven’t seen it. Between last years cuts and those this year it is hard to have any faith whatsoever in Margie Strike. She stood at the board meeting next to Lopez and agreed to a combined position with reduced hours. The only union rep that I saw say anything came from Garden Grove.
If these employees want to fight it will cost. Both the union and the district are counting on that to get away with this.
# 496
What kind of dangerous security situations? I can’t see the district justifying the ability to write up teachers refusing to work in a dangerous safety environment.
As for the goober at Valley; he sounds like he is a dangerous work environment on his own.
Anonplus,
We’ll know more at some point and I’ll make it a point to post what I learn. The SAEA union was contacted by the teachers and is involved at this point. There were safety concerns that were serious enough for staff to just quit their summer school assignments at that particular site. Everyone knows that teachers who are teaching summer school are serious about getting the job done and collecting the extra paycheck to assist their budgets. A whole group quit, so it would appear at first blush that the problems were very serious and that the teachers felt unsafe and possibly threatened by continuing to teach for the last two weeks left of their assignments.
Maybe a DSO or other staff can fill in the blanks.
Writing up staff because there is a problem serious enough for a group of them to leave their posts is typical of the thug mentality of SAUSD. This reflects directly onto Jane Russo. Failure is not an option? What failure? Failure to complete a summer school teaching assignment? Or failure to ensure that staff and students on a school site are made safe and secure?
