Larry, It is my opinion that Mr. Kemp did staged his own death. By leaving his personal items on the Catalina Express boat he makes us believe that he did not exit the boat.
First, I would look at all security cameras in the Catalina harbor and all private boats which left Catalina in last 24 hours.
Second, I would look closely into his personal life problems and follow the money, i.e. his life insurance and the beneficiary or other financial scams.
Stanley. Thank you for your assessment. Not knowing this individual his status might be very close to your speculation. Hopefully the OCSD will track him down.

Man Feared Lost at Sea
June 22, 2009 Print
A Mission Viejo man authorities fear might have been lost at sea on Friday remains missing, according to Orange County Sheriff’s Department spokesman Jim Amormino. Richard Kemp, 58, was last seen boarding a ferry headed for Santa Catalina Island on Friday morning. A crew member later found Kemp’s backpack, identification and wallet in the ferry. Kemp’s family reported him missing Friday afternoon and the Coast Guard searched the waters between Dana Point and Catalina, but he was never found. “The Coast Guard, I believe, called off the search on Saturday,” said Jim Amormino on Monday. “With the currents, where do you look?”
Investigators have since reviewed surveillance footage in the Dana Point Harbor and Catalina, identifying Kemp as he boarded the vessel just before 7:45 a.m. Amormino said the Catalina footage did not show him get off. “If he got off the boat we would have seen it,” he said. “He definitely did not get off the boat.”
The Catalina Express had 135 passengers aboard the ferry that morning, and Amormino said no one has come forward to report seeing anyone go overboard. “At this stage, anything is possible,” he said. “We’re looking at everything. Did he accidently go in? Did he jump off? Was it a staged incident?”
Kemp lives with his wife in Mission Viejo and has two adult sons. He is believed to have made the trip by himself, calling home Friday morning to tell his family that he was making the trip to Catalina. His family reported him missing later that day after he failed to check in.
Kemp is a 6 feet tall, 185 pounds and has brown hair and blue eyes. He was last seen wearing beige shorts and a white tank top. Anyone with information on Kemp’s disappearance is asked to call the Sheriff’s Department at 714.647.7055 or 714.628.7170.
