Seven Latino organizations will host a press conference Wednesday January 5th at 9:00 AM as they ask the Orange County Grand Jury to investigate top Santa Ana officials including Mayor Miguel Pulido, the city police chief and the city attorney.
Accountability & Transparency
“The organizations are ready to help the City solve its many issues, but are concerned about a pattern and practice of abusing the public trust and money,” said Francisco Barragán, Commander of the United Mexican-American Veterans Association.
“Resident complaints have little impact. We need an outside agency to investigate and protect the taxpayers and voters of Santa Ana before we see another Bell,” added Amin David, founding member of Los Amigos of Orange County.

Guess what Francisco?
You got my support regarding the Grand Jury….. How can I help?
I have noticed that Chief Walters double dipping is not included in the complaint so I guess it is ethical.
However, I would like to see SAPD investigated for the civil right violations regarding some questionable shootings.
The specific allegations are not clear. Can someone elaborate?
Mr. Fiala,
If by questionable shootings you’re referring to the drunken suspect who suspected of domestic violence while under the influence with potential weapons, police department had every right! the man put the odds against himself! mow some will say that not so many shots were necessary and that why in front of the kid, we’ll the officers lives were in danger, and it’s not like one police officer had to yell stop only one shot!!! The safety of officers is important! So is the publics but personally if I approached a situation with an intoxicated abuser with potential weapons and I had a weapon pointed at me fake or real ima assume it’s real for my life, safety and my fellow officers.
That is exactly what I am talking about!!…. Mr. Espinoza
However, these are the SAPD story which are lies and must be investigated by the FBI not by T-Rack who himself is corrupt.
Cops are known to claim that their life is always in a jeopardy because they ar “F”ing ladies.
Statistically being COP is safest profession in the city.
It is even safer than driving your own car.
Even Chief Walter is terrified of his own COPs…. That how bad it is.
Francisco,
You have long gone out of your way to make clear that your actions and opinions are those of you and not any organization that you may be affiliated with. Is that now changing? Are you now politicizing those groups?
Is your group a non-profit? Do you think it is wise for a non-profit to engage in political activities?
It is clear to most observers that this coalition is just an offspring of the failed mayoral campaign of Alfredo Amezcua. The election is over, the voters have spoken, let it go.
FYI Sean Mill( with attention to #5);
Q: WHAT IS A NONPROFIT ORGANIZATION?
A. The difference between nonprofit and for-profit organizations is that nonprofits use their profits to advance their programs, while for-profits distribute their profits to their owners or stockholders. Nonprofit organizations fall into five main categories:
1) Trade associations, organized to advance a group of people who have a profession in common (for example, Association of Research Librarians, International Association of Meeting Planners). This group also includes chambers of commerce and unions.
2) Charitable organizations, which must generally demonstrate a benevolent component. This is a diverse category, including religious groups, museums, environmental and educational organizations, libraries, and the many helping groups referred to as “charities.” They are also referred to as 501 (c)(3) organizations, because that is the number of the IRS Code under which they are described.
3) Social clubs, such as country clubs and fraternal organizations.
4) Governmental groups, including city, county, state, and federal agencies.
5) Political groups, generally organized to promote certain policies, issues, or candidates for political office.
Obviously he is mixing non-profit religious organization like a church with a non profit period. He just knows that a non profit is there somewhere.
Mr. Mill is our new commissioner so you can see how intellectually deprived he is. Same as Council member Tinajero who did appointed him and who should be dragged before the Grand Jury Too.
As a commissioner, Mr. Mill wants all residents of Santa Ana be non-profit same as he is.
Mr. Fiala,
With all due respects, but sure let’s go waste public funding when it could be used to try and find serial killers! Just my take! I believe the SAPD is doing an excellent job. Although attitudes could be a bit mote friendly towered the public cause j have had SEVERAL bad experiences with then! Y
[l]”let’s go waste public funding when it could be used to try and find serial killers!”[/l] It is this kind of attitude which creates environment in this country: Lets go find terrorists!… Show me your rectum if you have bomb there.
Your thinking is totally wrong and non-American.
Excuse my spelling I’m not using a computer, do pardon me!
Mr. Fiala,
Feel free to believe as you please, this is just my take on the subject matter. I honestly believe that the officers had every reason to shoot at the suspect. As for your claim about Chief Walters, he des not fear his officers, because our officers are not trigger happy…
Again, my honest opinion…
“Your thinking is totally wrong and non-American.”
I’m more patriotic than most people are nowadays.
Mr. Espinoza,
You are not patriot, you are an apologist!
A press conference is not an effective method to request a grand jury investigation. The effective way is to write the grand jury with specific concerns and allegations, and provide a contact person – preferably the author(s) of the letter – for them to speak to. Holding a press conference like this is fine if people want personal publicity for some reason, but not the best way to get an investigation launched.
@FoolMeOnce:
Yesterday, I personally delivered a 14-page document to the OC Grand Jury, signed by various organizations and individuals that because of confidentiality reasons some were not publicly identified.
This 14-page document summarizes the issues and provides support for the various laws, standards, and codes that we have strong reason to believe were violated.
Thus we know, this Press Conference which summarized our concerns and provided reasons why these independent organizations supported this call and with a Question/Answer session combined with this 14-page document, was a great way to continue informing our community, and are thankful for the various TV and Print media that were present.
Signers also provided contact information, and we also identified one key contact.

I think that the issue of sobriety checkpoints is of vital importance. There are too many of these so-called checkpoints that nab and impound cars of unlicensed / undocumented drivers. The SACC and Mayor passed a resolution critical of the racial profiling in Arizona via SB 1070. Car impounds essentially function in a similar action in the city.
This is an issue beyond Chief Walters election phoners. There is a solution to be had…the adoption of an Oakland style policy.
It’s a huge issue in Costa Mesa too.
If you can’t drive sober, if you can’t get a license, if you can’t get insurance, get a bus pass.
The only problem I see with the impounding of cars, is the bit about a 30 day impound, that is taking of private property and cruel and unusual punishment.
Cook,
I agree with you here, I would probably take it as far as saying that it’s unconstitutional to take the property of these people for so long, etc, etc!
Why do you have a problem with the police “nabbing” unlicensed/Undocumented drivers? I pay $1,000.00 every six months in car insurance for my wife and I and our 19 year old son – none of us have ever had any accidents. If it weren’t for all these unlicensed/undocumented drivers causing accidents and not having insurance, my fees would be about $200.00 for the same 6 month period. But because you think every such action is anti-mexican……….it just gets a bit rediculous!
here’s a solution —
let them obtain licenses. in the meantime…adopt an oakland style policy.
It is up to the citizens, residents of a community to police their government.
When the people look the other way, you get Bell type situations.
I applaud those who have stuck their necks out in an effort the peal the lid off the can of worms.
I totally disagree with you cook & espinoza.
Just because the SAPD is looking for a drunk the SAPD have no right to keep checking innocent people without a probable cause.
There is no probable cause that I am drunk because there is a drunk who may be statistically a part of my group.
It is clear how little you two do support USA constitution….. your logic is Communist / Nazi like.
My comments were about high risk drivers, not warrant less stops.
This raises a larger issue about policing in general, everywhere, not just Santa Ana. With shootings and stabbings and car jackings and burglaries armed robberites and gang warfare going on in many of our communities, the police expend resources on things like checkpoints, red light cameras, and jaywalkers. Not that the police ignore these other crimes, but that scarce resources are used for these other perceived threats to the community that some believe would be better used for more intense effort to thwart these heavy duty crimes. One wonders how law enforcement priorities are being set and just who is it that sets those priorities. A significant public policy issue.
Unfortunately the exact opposite is true. Al these activities like checkpoints, red light cameras, and jaywalkers are revenue generators. However tho revenues generated are not used to increase policing quality. They are used to sustain unreasonable pay and pensions.
