Is it just me or does O.C. Public Administrator John S. Williams look like a car salesman?
“The Orange County grand jury issued a scathing report Tuesday criticizing the public administrator/public guardian’s office for “egregious” mismanagement, including questionable promotions that cost hundreds of thousands of taxpayer dollars,” according to the L.A. Times.
So who is the Orange County Public Administrator/Public Guardian? It is a hack conservative Republican named John S. Williams. This guy is deeply embedded in OC GOP politics. If you Google him you will find he has endorsed just about every OC GOP candidate from the right over the years.
According to Smart Voter, he has been endorsed himself in the past by the California Republican Assembly; the Conservative Women’s Leadership Association of South Orange County; the Young Republicans of Orange County; the Seniors and Veterans for Education (SAVE); and the Saddleback Republican Assembly.

The report, the jurors’ second on the subject, concluded “that a complete restructuring” of the office was necessary. “It was outrageous behavior,” jury foreman Jim Perez said.
In a move to reduce county costs, the office of the public guardian was split from the Health Care Agency in 2005 and combined with the public administrator.
But instead of saving money, the first grand jury report said, costs went up because of additional management salaries. Staffing levels have risen from seven managers for 67 employees at a cost of $529,796 to 10 managers for the same number of employees at $1.04 million.
How typical. This guy spins that he is a conservative while he spends money like a drunken sailor! Classic.

The report also accuses Williams of promoting an employee to a top management position within a year of retirement, implying that he was “pension spiking.”
They discovered that Williams had hired another manager, “even though there does not appear to be a suitable organizational reason for taking that action,” expanding the cost of management to $1.15 million by June 2009.
Does the GOP stand for anything anymore?

He kind of has a Donald Trump look. Bad, bad, bad toupee.
He could purchase one of the tie tacs or lapel pins with the public guardian logo on them. His office is selling them at a discount rate to staff so they can raise money for their Holiday luncheon in December. Isn’t that funny!!!!!! The department can waste soooooo much money yet the employees have to raise their own money for their parties. Williams should buy thousands of pins to at least give his employees a nice luncheon.
I hope you do a follow up to this story. Mr. Williams distributed to his staff his response to the Grand Jury investigation today. All I read was “blah, blah, blah, spin, spin, denial”. He rebuked most of their claims. This is certainly not going to make them happy. Unfortunately the current Jury is done with their wonderful service and a new one is being sat. I hope they keep up the good work.
Wow…..Can’t wait to get my hands on his “answer”, would love to see his spin (oops take) on the issues……

Looking at the OCR and the juice blog, you see the same people complaining. Williams forced the staff to actually show up to work and work. The staff was held accountable, a first for the County. Williams fired the last two Assistant Public Administrators and demoted a Chief for not working and wasting tax payer money. Some of the staff left before discipline could start. Seversal people have bee disciplined and either a reprimand or suspension or forced to leave. The only way to get back is to make false claims about the office and the Grand Jury. Williams office generates over 50% of the budget from fees, probating estates. Last year the office raised the most money for the United Way. The office does have a XMAS party, supported by recycling and sales of donated lapel pins, shirts etc. It is abvious who is sending the blogs or a spouse. There is a lot of hard working people in the office, but several lazy people. The office protects seniors from abuse, mentally ill and dead people who were ripped off before they died or after by family and friends. cacityguy and exposethetruth are afew of current and past employees, fired or disciplined. Just keep digging the hole deeper and give them a longer rope, a matter of time. I have worked the the PAPG office for over 20 years, they do a great job. To bad a few people can lie to the Grand Jury, the Grand Jury gets the facts wrong, the office suffers. Except for the tax collector, the PAPG office actually makes money for the tax payers.

Well, it looks like you are trying to intimidate other posters at this blog. Why all the ham-fisted posting to try and shut people up? We’ve seen your type again and again – different organizations, but the same focus to stop the conversation.

#13, you crack me up! Which chief deputy are you! You seem to be the only one pulling for Williams. You might want to start looking for another job, for I hear that the Board of Supervisors is going to take some action on or shortly after the 14th and you might be out of a job soon.

Well, it sounds like the department has had a huge turnover, yet #13 has 20 years there and feels very comfortable with how Williams is running things. Maybe that will help you cut down on the number of possible posters that #13 might be!
I’d say that #13 is a “henchman” type in the office. Busy snooping on others… writing up things…. present as a witness in those nasty “discipline” meetings/kangaroo court proceedings… that type of thing. Sound familiar at all? OJ is VERY familiar with that type – they show up here all the time in order to defend some of the most indefensible stuff imaginable!
The Grand Jury report is VERY damning. Only a moron would not be concerned about the findings. As soon as we figure out the best way to post it, we’ll let you all know when we get it up!

Yes, the office has it’s own fundraiser for the end of year luncheon. Those of us with integrity, unlike you, know that it’s better to reward ourselves with hard earned cash, rather than acting like a thief, which is something that you are most likely in close resemblance to. I say to you and the others alike, get a life, make your life happier by exercising your right to transfer somewhere else, or is it because you had bad karma at another agency too?
John Williams just had an Orange County deputy district Attorney fired for asking questions. Nobody should have that power. Williams has been seizing assets from Orange County seniors to pay for his expensive plans. Seniors are the big losers.
There is a clear need for an investigation into the corruption in the Public Guardian’s office.
N.E. My knee jerk after reading this in today’s Register is to support Todd Spitzer.
If possible, without violating any confidentiality or possible ongoing investigation, I will look for Todd at the GOP Central Committee meeting to see what , if anything, he might be able to add.
