Supervisor Janet Nguyen, who represents the First District (including Santa Ana and much of Little Saigon) bought a sign a few years ago on an overpass on the 22 Freeway, which you can see in the slide show at this link. These signs are usually purchased by local non-profits and businesses. By purchasing the signs, they are promising to keep that area clean.
There was a lot of debate when Nguyen purchased this sign as to whether it was appropriate to let a politician use this process to advertise herself. She promised to keep the area clean and clear.
Well, it clearly isn’t, as you can see in the pictures at this link, it is terribly marred with graffiti. The anonymous source who sent me the pictures above says that the graffiti has been there for weeks, without abatement.

How do we the readers know that one of you at O.J. did not paint the graffiti on the bridge and take the photos just to try to make Supervisor Nguyen look bad?

LOL! You Jannies are going to have to do a lot better than that. The police in both Garden Grove and Santa Ana will be able to identify who the taggers are. They both keep databases and have cops assigned to this.
Bottom line – Janet blew it again!
Graffiti removal is not part of the Adopt-a-Highway program. Only Caltrans is allowed to remove graffiti from their right of way or structures. The Adopt-a-Highway program is limited to litter collection, weed abatement, new ground cover plantings, etc. Just another inflammatory post.

If Janet was really keeping an eye on this area, she should have reported the graffiti.
Fact – she bought into this program just to advertise herself.

I agree the sign with Janet’s name on the freeway is as offensive as the graffiti, just political graffiti. The metal stripes interspersed in the chain link fence should have alternating colors or stripes. The metal stripes make it more difficult to put graffiti due to the stripe pattern. Just a constructive thought.
The sign below Janet’s placard clearly shows some clean-up-guy painting over a wall. Janet sign and this sign are together and it implies graffiti cleanup. Did she lie?

Groups have the option to participate as volunteers or to hire a maintenance service provider to perform the work on their behalf.
The Adopt-A-Highway program, which began in 1989, has been one of the truly successful government-public partnerships of our time. More than 120,000 Californians have cleaned and enhanced over 15,000 shoulder-miles of roadside.
Participation can include one or more of the following activities:
Removing litter (work frequency varies with location).
Planting and establishing trees or wildflowers.
Removing graffiti.
Controlling vegetation.
Adoptions usually span a two-mile stretch of roadside and permits are issued for five-year periods. Groups in good standing may renew their permits indefinitely.

The taagers are succesfull intagging this bridge because of the privacy metal installed between the fence.
Why this was installed on part of the fence giving the sound wall privacy is an Einstein move.
Instead of painting over this graffitii Janet should remove it and apply a privacy screen that like a z pattern a good foot or two on the outside of the walkway. This will make it more harder and timeconsuming to tagg a nonsmooth surface.

They will find a way to tag the screen as well. The “Privacy Slot” were put in because of the citizens complaining about their privacy! This was another one of JN pushes.

What i said was that if the police know who the taggers are and most likely they are teens – Why are the parents not taking reponsiblity for their distructive kids??
Make the parents pay for the damage eiither by a fine or jail – i bet their will be a big decrease in taggers!
