Reid has more than 25 years of professional experience and has served in Internal Audit Director, Chief Financial Officer, and Controller roles for both public and private companies, ranging from startup to US $500 million in revenue. His recent responsibilities include leading the Risk Assurance Services group at ICU Medical Inc., a US $200 million public company. Reid has been president of the Orange County Chapter of Financial Executives International and is a member of the Board of Directors for The IIA’s Orange County Chapter.
Mr. Griffin is a Certified Public Accountant (CPA, active) in the State of California and a Certified Information Systems Auditor (CISA, active). He also holds active certifications as a CIA and CCSA. Reid received a Bachelor’s degree (BS) in Accounting from Washington and Lee University.

The Gold Chapter Award is a unique mark of distinction for any IIA Chapter and is earned after conducting high quality programs for a year with high participation. After earning 10 Gold Chapter Award in succession, a chapter will earn the Platinum Chapter Award and will be recognized at “The IIA’s Annual International Conference” which rotates in different countries.

A topic worthy of open discussion by this group would be that of politicizing the audit process – using audits to fulfill an agenda of “I gotcha” in order to fire or otherwise dispose of a manager or executive that is not in favor.

Auditors follow a strict, disciplined, objective and factually based process to identify non-compliance or opportunities for improvement.
It is up to Senior Management (STAFF), but primarily the BOS (which oversees the internal audit department) through its Audit Committee to see how what action they will take based on the NON-political process followed by the internal audit department. Generally, audits are selected based on the results of an Annual Risk Assessment or at as a special project at the request of the BOS or Audit Committee. You might want familiarize yourself with the Audit Plan process by the link provided below, or talk to Dr. Peter Hughes.
Why doesn’t this whole organization meet over at the PAPG and do an audit from head to toe. Since John Williams openly invited an investigation, with a hundred or so auditors, it should be done in no time. The County could charge them all an attendance fee and actually make money for this one day event! Anyone up for the challenge!!!

The Inst. of Internal Auditors of OC chapter has about 650-700 professional members. Membership consists of Government auditors; Private industry auditors; and Staffing/Consulting Firms auditors.
Orange County has a department of Internal Audit run by Dr. Peter Hughes, CPA – a highly qualified individual.

If PAPG (Public Administrator/Public Guardian) has called for an investigation/audit, then this might be addressed by OC’s Internal Audit Dept, because it seems that they have allocated about 300 HOURS for Internal Controls & about 150 hours for Information Technology to audit this area in the 2010-2011 Audit Plan.

Without knowing enough about the specific issues faced by PAPG, based on my professional judgment it seems that 300 hours, plus 150 hours is about a right number of hours.

Francisco, I was unaware that this post applied to only county government. My comment was intended to cover the waterfront of both the public and private sector, not specificaly OC government. However, I do wonder why there is both an Internal Audit function headed by Hughes and the other audit function headed by Steve Danley within the county structure.

I am sorry, I was elaborating on the reply to “Here’s an Idea” poster, and I combined a response to your name also…sorry about the confusion.
You are correct, this post does apply to ALL types of audits: Governmental; Public and Private.
And you certainly raise a great question! . . . I do not know why the Board of Supervisors of OC (BOS) would create an additional separate audit function by naming Steve Danley, Performance Audit Director.
Sounds like duplication to me, and possibly confusion as to who is responsible for what?
That would be a great question to Dr. Peter Hughes, CPA; or Steve Danley…or better yet a great question for someone to ask at a BOS meeting.
