HR 3962 permits abortions & charges premiums to all enrollees

As Speaker Pelosi engages in a full court press  to get her government takeover of health care bill signed this weekend, I thought it appropriate to share the full text of page 110 of the 1990 pages  of HR 3962. Some label this as Section 222.

(3) COVERAGE UNDER PUBLIC HEALTH INSURANCE OPTIONThe public health insurance option shall provide coverage for services described in paragraph (4) (B). Nothing in the Act shall be construed as preventing the public health insurance option from providing for or prohibiting coverage of services described in paragraph (4) (A).

                         (4) ABORTION SERVICES–

   (A) ABORTIONS FOR WHICH PUBLIC FUNDING IS PROHIBITED.–The services described in this subparagraph are abortions for which the expenditure of Federal funds appropriated for the Department of Health and Human Services is not permitted, based on the law as in effect as of the date that is 6 months before the beginning of the plan year involved.

    (B) ABORTIONS FOR WHICH PUBLIC FUNDING IS ALLOWED.–The services described in this subparagraph are abortions for which the expenditure of Federal funds appropriated for the Department of Health and Human Services is permitted,  based on the law as in effect as of the date that is 6 months before the beginning of the plan year involved.

That’s the exact text.  Take note of the word “shall” rather than “may” or “might.”
The very first sentence of HR 3962 is very clear. Abortion funding is included in the proposed legislation.

Notice paragraph (B) “for which public funding [of abortions] is allowed.”

Page 96 of the Bill confirms that premiums for this service will be imposed on all enrollees regardless of your personal opposition of abortions.

House of Representatives. The message to each of you is simple. Vote NO.

    “Permits abortions” – that’s terrible! Haven’t they heard of Roe V. Wade, which has been the settled law of the USA for decades, and prohibits… oh, wait, right. It permits abortions.

    Citing Roe v. Wade and the extreme slope we’ve slipped since its passage, nowhere does this suggest that those opposed should have to pay for it. This proposed legislation does just that.

    Brother Vern. Hello! “Permits abortion”
    I didn’t write this Bill. In fact, I am under the impression that no Rebublicans had their fingerprints on it or its text.
    Therefore we shall sit on the sideline and await the outcome of the vote.

    They should allow abortions past the third trimester for those that are for bringing children into a bad environment. The government should also require it for all the people with IQ less than 40 that are popping out children like John and Kate. Why is this a debate, until people stop having sex when they can’t afford children, or are not responsible enough to have them, abortion should be thought of as a good thing. I have 2 children myself and I am a single father who has enough responsibility to raise my children. But, the parents of the children that stole my hubcaps last week should have realized that their welfare reformed children were going to be criminals by environment. Hopefully, they keep abortion in this bill.
